I'm not sure if your original post meant accounts denominated in Euro Currency or accounts holders living in Europe.
Europeans can, of course have their Neteller account denominated in US dollars - but Neteller is still refusing all US$ outward bank transfers (even to non-US banks) or US$ checks, so the account holder suffers the exchange rate cost of converting US$ to local currency on each withdrawal.

Neteller has not missed a beat when it comes to its customers from anywhere other than the US and Canada
