You push, right after everyone leaves.
Ties are still used for wagering purposes - many books offer lines on the first 60 minutes. Not sure if there's reg. time totals out there though.

Winner of shootout is credited with a goal, so it would be 3-2 for grading purposed.
You can bet regulation only as well as OT included. I would be careful to check what you are betting and make sure you know the rules of the book you are betting with.

Whoever wins the shootout gets a "goal" added to final score. So 2-2 then shootout becomes 3-2 final officially

Even if ties were possible, a league-wide percentage of past ties is essentially useless for prediction in individual games.
