Marbles, I still believe this may be yet to happen. However a lie is something that you know for a fact is not true. Mr. Camping is not stating something he doesn't believe himself.

believing something is going to happen and claiming that something is going to happen are 2 different things. and using literary references to forged support for your claims further show the intent to mislead.

believing something you know may not happen and presenting it as a factual event that is going to happen is a lie.
