Per Contest Rules sidebar:

You have a minimum of 10 picks to make per round, maximum of 16. The software will ensure you do not exceed your number of required picks. If you make less than 10, you will be disqualified.

Each play is to win 1 unit on a a fav, risk 1 on a dog. You get one 'Best Bet' per round, which is to win 3 units, or risk 3 units.
