It depends on who the shooter is. Craps you have to be patient and not get too much invested until the 1 in 80 shooter will come out and roll long and hard. Then get the money on the table as quick as possible. In Vegas I was playing a lot of 20 x odds so bad shooters can take you down quick. You need to look for shooters who set the dice, hit the same spot consistently and roll far fewer 7's than they should. Most craps shooters don't hit 5 numbers before crapping out.

I play craps a lot. I observe a lot. Most rollers don't roll the dice 5 times. I DO set the dice and hit the same spot I have had some great rolls including 45 minutes at the nugget during the bash. I won't play craps at binions because the surface bounces way to much allowing a more random roll. 4 queens is good too. But even given the random roll only 1 in 80 shooters will have a "good" roll. in a -ev game you need to minimize the loses and capitalize on the shooters. and yes you will have losing streaks.
