The Waco raid, and what followed, was nothing less that abuse of Federal power. Koresh could have been arrested, in Waco itself, on many occasions. The whole operation was a photo op. If it were not, then why were there tv cameras there, in the first place? Lots of people died, on both sides, for no good reason.
