Someone please set me straight on this

I've been with BJam since Jan. No problems except a couple of times with Racebook. Yesterday I hit a $1 Pick 4 ($12 ticket) that the track paid $1688 on. BJam states that they pay up to 600/1 on exotics, 300/1 on wagers over $10. They've credited me with $300. I was told to call back in an hour when the person who grades horse wagers will arrive.

Recently I hit a $591 Pick 4 which they originally credited $300 for. After sending an email, they credited the additional $291. The way I'm reading the rules I should be credited the full $1688. If there are some experienced horse players here please tell me if I'm correct, or if I'm misunderstanding the payout rules.

You should get paid 601 if 600/1 max payout on a $1 wager
