I understand the rule, but how is a tackle a block? He was tackling the ball carrier. I don't even think he saw the other dude which sort of dove in front to get in the way. But he wasn't blocking, he was tackling.

The rule came in play initially for qbs obviously but you simply cannot throw your body at a ball carrier below the knees like that, or chop block, or block a defender either, below the knees unless you are face to face. No sideways tackles
