    Books that have Euro bank accounts are getting payments while those in USDs are looking at the same holds players are faced with. Meanwhile, the same USD players and merchants can send to non-US accounts so the answer would appear to be yes. Neteller wouldn't have an excuse not to.

        why can't neteller just send us residents a check drawn on foreign bank

        There are US dollar denominated accounts offered by banks through out Canada and Europe.

        Why in the world can't neteller send us residents a check drawn on one of these banks???

        Banks in the US will in fact cash foreign checks for a fee.

          They may well do that in the future.

          As for right now, they'll tell you that they don't have the ability to do that.
