I think that rule went into effect yesterday. The rules are outlined in the sticky thread up top. There is still some confusion regarding points.

i concur. ive been logged on for 3 days straight, even logged off and on tonight, and my points have remained steady at 15.

i dont believe this rule is in effect yet, and if it is i want my points.
