If he was cruising in international water, what law did he broke? It also raises an interesting question, are you bound to any law (beside maritime law) when you are in international water?

I believe you are bound to the laws of the country in which the ship's flag is registered. Otherwise if passengers kill each other during the cruise they would have immunity from prosecution.
