RTN TV has an online package that also supports Roku.
$15/month for all thoroughbred tracks. Includes replays. If you want harness and grayhound and jai alai as well, I think it's $25.
These are the direct track feeds, no commercials or network talking heads like TVG. Plenty of international racing as well, if you're into that:
