The voter control of gambling means the Seminoles have a monopoly on gambling in the state. They do not need voter approval. So, when someone wants to have sports gambling in Florida, it cannot happen without 60% passage by vote. Unless the Indians want to offer it, then they can do whatever the f$ck they want. No competition means bad deals for gamblers.
