The soccer league structure in Africa is actually quite advanced and not as mediocre as you might think.

So far the only 8 countries who have won the world cup have either been European countries, or countries from European descent:

Brazil (Portuguese)
Germany
Italy
Spain
France
Uruguay
England
Argentina

Not taking anything away from the very impressive results of the Dutch in sports. The "leftover" athletes that play soccer here are playing against who? It's not competitive, we don't have programs, etc. If kids inclined to play soccer were sent to other countries where it was the main sport, they would develop. Here, you don't get laid playing soccer. Until that changes, of course we will never produce good teams. Any more than the Dutch will produce a basketball team.
