He was lost. He wanted to say why isn't Hillary as important to the Russia investigation when it comes to the election as Trump is. Just couldn't spit it out.

He didn't realize that Comey was saying her e-mail investigation was over. Though, Comey did make it seem like it was just the Trump campaign being investigated, so he had a good point. He just couldn't get the right words out.
