It's possible there are some betting on hope. I haven't put too much stake in that cause your talking over a 20 percent increase. Not to mention when the increase for approval really started to take off from 31% was right after winklevoss brothers came out with a larger offering bumping it to 100 million adding 9 million shares and max price for share slashed from 65 to 10. Why would they do this one month from the decision date?

I'd guess because they knew it would fail as it was.

From what I have read the main sticking point is the Winkles wanting sole control of the device that would set the benchmark rates.
