I work with FEMA and the Red Cross on disaster relief. I've hired probably half of their employees. The plan is to be able to give people money for repairs and temporary relief. FEMA relief will have a cap of $33K but if you had relief in the past and if you didn't get flood insurance you are most likely ineligible. It's still pretty fluid but it's a lot of hoops people have to go through to get money. I think it's bullshit to ask for so much information for people that are distressed but the government is very particular in giving people money. I don't think it matters because if I give you $33k, you're going to spend it on stuff that will spur the local economy anyway. If you buy a car, TV, generator, whatever, that drives the economy, so who cares. Even donations are too hard to distribute quickly and too much red tape. Then the Red Cross can take money sent specifically for this event and can distribute it for another disaster.

Bottom line, people need shelter and money for basic goods. The area will need contractors that can do repairs, so they can rebuild. If you really want to help, ask Obama and your congressman to raise the grant program limit and relax the verification process.
