3-0/ 3-1 pitch counts, if your the manager whats your call?

These are considered Hitters counts but if I'm a manager and a pitcher goes 3-0/ 3-1 I am making him find the strike zone, a base runner is a base runner regardless of how he gets on, at 3-2 they still have to find the strike zone so protect the plate and swing away, whats your opinion
