Yah but it's a flaw. If you're at the 1 and the offense commits a PF you lose a half yard. If the defense commits the same PF it's 15 full yards. Doesn't really make sense.

Agree, mathetmatically it doesn't add up. They should implement a penalty escrow. So team A commits a personal foul at the 5 yard line, they move back 2.5 yards to the two and a half yard line. Then next time they get the ball, those 12.5 yards that weren't assessed can be distributed. It would be easy to track and implement. That way all fouls are worth the same amount of yards.

Rules are not fine, how can the same penalty be worth 1/2 a yard or 15 yards? Makes no sense

In your example, the yards would roll over into the penalty escrow, to be assessed against their offense on the next possession
