Straight up Ottawa is 5-2 at home this year and Toronto is 4-4 on the road. Toronto just beat Ottawa two weeks ago, in Ottawa, and was off last week. Ottawa played last Thursday and won handily. This is a short week for Ottawa.

Toronto beat Ottawa in Toronto 30-24 failing to cover a 9 point closing spread (it opened -7.5, they didn't cover that either) earlier this season and Toronto's win two weeks ago was a 2.5 point upset.
