Pirate hub?

I keep hearing about a "pirate hub" somewhere in Somalia. A little unclear as to why someone can't locate said hub and raze the place.

I say we should leave that up to their own countries, Bateman. And if someone comes to us for help, France for example, we use that as a bargaining chip to get on board with us the next time we ask them for assistance and/or backing.

Educated guess but since it is in international waters, I am sure the President has to approve military action. Just my $.02...
