But do you pay your bills through a US bank? Or, does the Costa Rican bank report to the three credit bureaus in the US to record your credit history?

All the bills from the apartment (water/electricity/etc) are paid in cash by my father in law (I send him the cash).
I have a city bank account which I pay my loan through online.
Car is paid in full ... so just having it there helps my credit be stable.
PLUS ... Citi is also in Costa Rica and obligates you to fill in a W9 to keep a record of your history ... so yes to your second question.

715 here but wifey is damn near perfect (~846). A refi officer looked her's up last month and almost fell over. He said it was the highest he's ever seen in 15+ years. I thought 800 was like the max.

No such thing. The highest FICO score you can have is 850. Mine is 710.
