And never mind, it's gone again. It says I have an infraction for having a link in my signature but that's been there for less than 24 hours; so that doesn't explain why it wasn't working beforehand.

Keep in mind that not only what you do out in the open could result in losing PM privileges, but the private messages themselves are monitored (big brother is watching...)
