If you are going to play EWU, take the ML. +1 is worthless. The only way for +1 to hit is if they lose by exactly 1 points which would be a void or they win the game.

That being said, even if you don't wager you can always root for Portland State just knowing that some guy is gonna be stuck $6800 if they win.
