Brazillians are fed up with corruption and they will use the world cup to bring the worlds attention by protesting crazy. If you go to these host cities, you are looking at paying Four Seasons room price for crap 3 star hotels.

It will depend on the match you want to see. Like for example if you want to see the Broncos play the Chiefs this Sunday would you stay in New York because it's a better city (not saying that it is)?
