Question about line movement?

Okay, So the purpose of line movement is to balance out the bets on both sides. However, Would the line movement ever move, So that people could all bet on one side? So they would cash that win. Im just curious also, what is the difference between 3.5 and 5 points.... Will the public change their decision over that kind of point movement?

A move from -3.5 to -2.5 will require much more money in volume to happen than a move from -5.5 to -4.5. Not all line movements are created equal.
