It is an NCAA rule to deal with crazy finishes such as this one. Here's the problem: Sometimes fans rush the field when the clock hits 0:00 and when that happens, sometimes the refs would make them kick the XP but sometimes they wouldn't so that created a lot of controversy and could arguably lead to allegations that the refs had a stake in the outcome. So the NCAA made a rule: When a team scores a TD with 0:00 on the clock, and the XP can not matter to the outcome of the game, then the XP is not tried.
