serious question.. what is the point of letting NBA players get away with traveling?

i dont get it .. all they do is take 3-4 steps after they stop dribbling and the refs never blow their whistle ..

lebron does it all the time

centers do it going up for big dunks all the time

dwight howard takes 12 mini steps in the post before making a move to the basket
