    it's like an "IF bet"

    heres there explanation:

You can make “if” wagers on the telephone or the Internet. The wagers are “if win only” or “if, win, tie or cancel”. When you log in you will see the wager page, just click “If win or push”. Now with our new "Rolling Wagers", it allows you to make a wager pending the outcome of a previously placed wager that is currently in progress, or has yet to begin. Rolling wagers may be made over the internet or by phone.
    It's never been so easy!

So say I use it to bet Northern Illinois -14 what else do I have to do to finish the bet. I am still kind of confused.

Go to Carib and play around with it, I think it is just a pending bet if your 1st wager wins and you can fill in the second wager anytime or maybe a time limit of a few weeks. It must just show pending and you click the pending button to choose your second team. I am not totally sure but Carib does offer open parlays.

Yep. The only benefit I see out of this is if you are eligble for their loyalty program, which rewards a free play based on your average wager through the previous 100 bets. So, instead of betting a parlay for a buck, you can bet a buck and if that one wins, you can bet the 190 or whatever on the other, which is essentially a parlay, but you get 2x wagers at $145 average instead of 1 wager at $100 or whatever the hell amount you like to parlay for.

On the same end, never understoof the point of an open ended parlay really. It's almost like you are letting the book hold your money for you when you could be using it to do much more productive things.
