Last week in NCAAF, these teams would have lost had you used it on them:
Michigan -36 (won by 4)
Nebraska -2 (lost by 20)
Texas -3 (lost by 21)
South Florida -12.5 (lost by 18)
Nicholls State +26 (lost by 63)
Wagner +29 (lost by 54)
3 of the 6 teams above probably got a lot of action due to their name.
Ideally the book is looking for bettors to tease down large favorites(like Michigan last week) from say, -42 to -21 and hope that the dog puts up a good fight. Or for a bettor to tease a small road underdog and for them to get blown out of the water. Or for a bettor to tease one of those FCS underdogs getting between 17-28 points and hope they get demolished.
There were 61 games on the NCAAF board last week, or 122 teams. 6 teams would have lost under this teaser, or 4.9%. If you had to pick 10 teams, that is 8.1% of possible teams to pick from. The book is betting on having more than 10 teams in this teaser lose. Last week since there were only 6 losers, the book probably didn't do well here.
In the NFL... only the 49ers would have lost last week.

Exactly, some games you can put both sides on the same Teaser. Like Raiders at +36 and Broncos at +6. I would never tease down a favorite in the NCAA though. can you take totals ? i mean 3 touchdowns in NFL and College is shit ton for a total.. i am sure i would loose a few.. but if i could throw totals i like into the mix man oh man.. also can you do open slots ? these teasers could be a ton of fun if you are willing to wait around and find plays everyday to chip away
