Honestly, I can't even tell if it's illegal or not. I just know that's what it was ruled.

When he is looking straight down when he made the hit, it made it illegal. I also think the crown of his helmet is probably too low, but that is debatable.

You simply have to be looking at your target when you destroy it. Keeps you from being a Cecil-like missile.

Guys can still light someone up legally, it just takes a lot of practice and dedication.

That's a good question. All the instructional video's emphasize that that the hitter see what he hits. So, I guess simply hitting what you're not looking at isn't "illegal" per se, but it's damning if the hit is questionable. It's also dangerous for the hitter to hit like this, as it causes insane pressure on the neck.

Not sure the NFL knows how to define it, except "they know it when they see it". (Famous quote from a porn case)
