This isn't entirely accurate.

What they are actually doing is giving the funding so that all medical institutions can invest in electronic records systems and can digitize the paper files they have now.

The objective of this is to enable cost saving business process improvement in the same way that electronic information has driven costs out of numerous other processes.

I was involved at a project like this at a well known medical institution. If you were a patient there you had to give the same information over and over again because everything was on paper. When the project was over, each patient had a card that was scanned and any department in the clinic could get the information they needed by swiping the card. So, it saved patients spending hours of filling out the same forms over and over again.

If you have never been through this nonsense of having to fill out countless forms in different departments of the same clinic/hospital, knowing you have given the same information 28 times, you cannot appreciate how important this upgrading to electronic information is.

Now, is the government planning on setting up some big brother database to be used by anyone and everyone for the purposes you stated. Under current federal law they cannot do so. Nor can the hospitals/clinics/labs that have your information put it into some global database. The institutions that have the data can only put it into their own database.

This project is something that should have been done 20 years ago. The hospitals and clinics would never spend the money, now they are being forced to spend the money and are being given matching grants. The medical industry is being dragged kicking and screaming into the twentieth century.
