    Man, 93, Freezes to Death in Home

    BAY CITY, Mich. (Jan. 26) - A 93-year-old man froze to death inside his home just days after the municipal power company restricted his use of electricity because of unpaid bills, officials said.
    Marvin E. Schur died "a slow, painful death," said Kanu Virani, Oakland County's deputy chief medical examiner, who performed the autopsy.

    Neighbors discovered Schur's body on Jan. 17. They said the indoor temperature was below 32 degrees at the time, The Bay City Times reported Monday.
    "Hypothermia shuts the whole system down, slowly," Virani said. "It's not easy to die from hypothermia without first realizing your fingers and toes feel like they're burning."
    A city utility worker had installed a "limiter" device to restrict the use of electricity at Schur's home on Jan. 13, said Bay City Manager Robert Belleman. The device limits power reaching a home and blows out like a fuse if consumption rises past a set level. Power is not restored until the device is reset.

    There was no word Monday whether the device had blown out or confirmation of the amount Schur owed to Bay City Electric Light & Power; city officials did not respond to a call seeking comment.
    Belleman said he didn't know if anyone made personal contact with Schur to explain how the device works.

    The body was discovered by neighbor George Pauwels Jr., who said Schur had almost $1,100 in unpaid electric bills. Pauwels told the newspaper he saw cash clipped to those bills on the kitchen table on the day he found Schur's body.
    "His furnace was not running, the insides of his windows were full of ice the morning we found him," Pauwels told the Bay City News.
    Belleman said city workers keep the limiter on houses for 10 days, then shut off power entirely if the homeowner hasn't paid utility bills or arranged to do so.
    He said Bay City Electric Light & Power's policies will be reviewed, but he didn't believe the city did anything wrong.

    "I've said this before and some of my colleagues have said this: Neighbors need to keep an eye on neighbors," Belleman said. "When they think there's something wrong, they should contact the appropriate agency or city department."
    Schur had no children and his wife had died several years ago.
    Bay City is on Saginaw Bay, just north of the city of Saginaw in central Michigan.

        My guess is you don't live in that state and realize that what's happening their will happen to your state as well while the economy is so poor. Between the auto industry being down (not to mention the high unemployment), the artic freezes, some poor sports teams, one of the highest foreclosure markets in the states with the cost of living continuing to rise, who would want to live there? At some point they will correct these issues but in the mean time, why don't you get off their sack?

          This story brings back memories.

          The town I live in is about 2k in population where when I was growing up everyone knew each other and had extended family.There was a family in town that could have rivaled the Munsters or Adams Family easily.The husband and wife were math whiz engineering types but had severe mental breakdowns-depression.etc.and they met in the looney bin.They had one child named Eddy.Yes,Eddy and of course coming from that family the kids teased him and called him Eddy Munster.As it turned out,the kid was smart too but ended up in an institution as an adult.

          Here is the condensed version of a few of the highlights I remember of them.They had a house fire and it was winter and the firemen were hauling hefty bag after hefty bag out of the house trying to save the valuables.It turned out where when the bags started reeking,they looked inside and it was sh&t.The toilet would freeze over so they sh^t in bags.

          When they went on vacations they slept in all night laundromats.On one vacation in mid summer they put their little dog in the trunk and it practically melted.

          The mom thought the kids bike spedometer was an oven thermometer and it started the oven on fire.

          The dad worked in a foundry and never wore gloves and his hands became so gritty,swollen and chaffed that when ever he went somewhere in the summer people would tease him and ask him why he kept his gloves on when he ate.etc.

          The old man drown when he tried doing the good deed of rescuing someones minnow bucket where he jumped in the water fully clothed and sank.

          They won a contest of winning a home lot in a more exclusive development in the area and when the neighbors found out who won,they bought them out.

          They lived in a shack,drove a beater of a car and had nothing worth value but the whole house was full of the latest toys.Eddy would throw toy tantrums when he was with his mom at the local discount store and she always gave in to his demands.I mean the place was full of people and the kid would lay on his back kicking and screaming for all to see.

          There are a million other stories.Believe me when I say they would have made a hell of a scary sitcom family or a current reality show.

                  Yeah, pretty sad that they would turn the juice off for a pensioner like that. Don't really know the whole story, maybe he could pay but was just a cranky old coot that didn't, but that still will probably come back to cost the power company and/or city.

                  Even sadder is did his guy have nobody -- no family, no friends -- to check in on him? Hate to go all Brent Crude on the deal, but if his sons and daughters come up to file the lawsuit, the first question that should be asked is how much they cared about their papa when he was alive. God damn liberal scum-sucking good for nothing file a lawsuit at the drop of a hat so they can lay on their lazy ass kids

                              Very sad of course.

                              But I question the population this... What are the utility companies suppose to do in these tough economic times when many people are struggling to pay high costs of electric/gas? Are the companies to turn their heads to all the debt or shut consumers down when the bills are not paid?. This is not a shot at this person/tragedy, but rather something I have wondered for a couple of months. With depression setting in, a lot of us will struggle to pay these bills. I ponder myself, surely the gas company will not shut off my gas in freezing temps, but how can they afford not to? They have overhead to cover.

                              I am very sad for Mr. Schur and I do not intend to take away from his loss of life. Like I said, I had been contemplating this for awhile before I seen this story.

                              I mean, if they just turn their heads and say, "no need to pay since it is cold", then the electric/gas companies will need a Govt bail out as well.

                              Serious inquiry on my part.

                                in almost EVERY circumstance a utility company has a MONOPOLY

                                you cannot go shopping around for a cheaper electric/gas company

                                they make a fortune and have a commitment to the community for this monopoly

                                they should not be sued but taken to court for man slaughter, and if the da has balls he has every right to do so

                                  This is where the government steps in. Instead of flying around the world with B-52's consuming 100,000 gallons of fuel per flight lets ground some non-necessary missions and donate the fuel to the 93 year old veterans that fought in WWI or WWII so they can save their lives by not freezing to death because they can't afford heating bills.
