And just in case you figure that this Reich is a one-off, consider the wisdom of Charlie Rangel, D-N.Y.. Better still, co nsider his suggestion that federal money be directed to specific groups of people.

The federal government, he said, must "remove the discretion" about where the funds go, or what projects would be involved, even to the point of eliminating any input from governors or state legislatures. Rangel noted the "middle class" would be unlikely to create any opposition to funds directed to minorities. "One thing that you can depend on, you don't have to be worried about what the middle class is going to do. Things are so bad, they have to put food on their tables, get clothes for their kids, get them in school," he said."

You don't have to worry about this issue. 99% of engineers are white and if they hire a minority contractor that's incompetent it doesn't matter if he is black or white or whether his workers are black or white. He will get fired. Obama has no authority over engineers if the minority contractors are incompetent.

The jobs are awarded with a bid process. And there are not any big name minority firms that can construct bridges. All bridge designs need to be approved by the DOT which is still a white man's club.

If there are no skilled black construction workers what will they force them to do? OSHA will not allow uncertified workers to work on a job.
