They changed that rule. Any such mistake can still be a penalty and/or lost timeout, but the review will be performed.

Most will disagree but I feel that a foul tip into a catcher's mitt is an automatic out just like the pop up, foul ball catch etc made by any fielder. Bat touched the ball and was caught so it's a catch and an out
