don't send him down= he sits around and does not pitch at all until July 23
send him down= he gets to make a minor league start and he will also still most likely start July 23 for the Astros

It is just one start so too early to judge him at the mlb level. He will probably be good but too soon to keep putting him out there against major league hitters. No reason to rush it

round rock is no longer the AAA affiliate of the astros. when nolan ryan (who owns the express) became president of the rangers, the two clubs agreed to swap AAA teams. rangers are in round rock. astros are in oklahoma somewhere.
minor league clubs aren't owned by the major league team. major league teams contract with owners of minor league teams to have their club's players play there. the GM of minor league team don't make any decisions about player development, starters, or anything personnel related. i guess they just make those dumbass promotions.
