So, tell her that you intend to cancel the phone in 3 months as long as she does not run the bill up over the number of minutes that are part of the plan.

Speaking from personal experience, cancel the phone. She's a big girl - she can always get a prepaid phone for emergencies. People can be jerks when they're angry. I would let her know that it's time to get another phone since it's in your name and you would like it back.
