There is a small glitch in this system. If you end up in an unpopular group, that decreases your chances of advancing. There's nothing that can be done about this because the highest possible number for a poll is 21.

I'll bump these threads regularly to give everyone a chance to vote.

Democratic elections can be fixed using various methods too. We don't throw out the system though, do we? Anyway, we're just looking for the final 21 right now. In the final poll we'll be able to see who's voting for everyone so if people are cheating it should be clear.
