Who decides who's biographies get posted on Wikipedia?Make a JJ Gold bio submission.

Any fans of Wikipedia here?Who the hell does the articles?What qualifies you as either an article poster or a person being posted such as having your biography listed?Since JJ Gold is a man of mystery,why not post his biography on Wikipedia as a test to see who they allow as having celebrity status credibility.Is it like The Guiness Book Of World Records where everything has to be verified as authentic?
