I'm still holding out hope. Delaware is grandfathered in along with 3 other states. So all that needs to happen is for the Delaware lawmakers to get it going.

From what I've read, if it goes ahead it will be similar to Proline in Canada. This has its advantages and disadvantages, of course.

That's true, and some politician always brings it up, it makes headlines and goes no where. Even if you had a state legislative body that would vote in favor of this, it would still never pass the governor's desk. They would never have enough votes to override the governor's veto.

The reason it'll never happen is simple. The U.S. government will not allow it. If the process gained any momentum, the feds would threaten the state by pulling away it's road and bridge funding, which amounts to billions of dollars. This would bankrupt any state. The feds hold the bridge and highway funds over any state that considers legislation they don't want. Case closed.
