There is some truth. For instance, Arizona last year didn't give two penetrating shits about the game vs. Bucknell. As a result, you had a 1 seed lay an egg on their home court vs. one of the worst teams in the tournament.
However, I feel that is the exception, as most teams want to win no matter what.Comment
