    How can BetCRIS say this?
"BetCRIS.com is located in San Jose, Costa Rica and is fully licensed by the Government of Costa Rica to accept wagers by telephone or internet."

Really? So which department of the government issues these licenses?

The same department that helps players when a book steals 1.5 million balances and runs away.

Here is the Costa Rican number to report crimes to. Would be interesting if anyone calls to report BI's theft of money.

•Report any crime to the OIJ police (800.800.3000) who are able to take your report, and also to the Consular Section of the U.S. Embassy at 2519-2000,from the U.S.: 011-506-2519-2000, or by email to: acssanjose@state.gov.

LOL. Right, call OIJ. Absolutely nothing will be done. Every sportsbook here could close up shop right now and take everybody's money, and nothing will be done.

Was this a rhetorical question? If they are licensed, then they are licensed, so they can say it - it is a fact. Just like a book can say they are licensed in Antugua, Belize, UK, Australia - whatever. If they are licensed then they can say it - if it doesn't mean much, then that is up to you.

Costa Rica doesn't issue licenses, so Betcris isn't "fully licensed by the Government of Costa Rica to accept wagers by telephone or internet".

I'm pretty sure they issue business licenses, meaning that CRIS is in fact licensed to operate a business in the country, but so is McDonalds.

Might as well report a crime to the 80 year old crossing guard.
