Crossing a street as a pedestrian outside of a designated crosswalk. I've had cops holler out the window of their patrol car to use the crosswalk next time, but never been issued a ticket for it. Sorry to hear of your misfortune, JJ.

They do have to set a certain mark(fill a quota) each month, every 3 months, etc. depending on how its done. Maybe not everywhere but down here in New Orleans we have the worst/crooked/ignorant fukkn cops in the world and they wonder why we are marked at the murder capital. They cant even fix potholes in the streets much less stop a semi-organized group of thugs.

They have 'give tickets day' once a month in Memphis. You can tell because when you drive down the road there are a ton of cars pulled over everywhere you go. Cops are hiding behind bushes with their radars out. Plus, a cop friend said they are told to "enforce the speed limit today" every month. He said you know what that means.
