Bush can't do anything right now. Nothing will get passed as he is basically just waiting his time out. This happens every time there is about to be a change in presidency. The current President more or less hands everything over to the President-elect so that he can get his ducks in a row for when he is put in office.

Bush needs to go on TV daily and reassure Americans that we'll overcome this. And introduce some ideas to stimulate the economy. Instead he's hiding like when he hid in the national guard during Vietnam, rescuing Saudi princes with billions in bailouts.
