That was terrible call by the ref, only because it seemed like a conscientious decision to give the first down because the clock was running and he wanted to get out of the way. Its like the ref who consciously decided that the Rodgers pass "had to be intentional grounding". I dont mind them making mistakes, but bending the rules to fit what they think should happen is bs.
