Take this situation, you NEED a win to make the playoffs. You pick, the other team starts with at their own 10 2:30 minutes left, you have 0 time outs.
Or 4th and 10 for you at mid-field. You would never punt in that situation. I understand it is slightly different because the other team isn't trying to kill clock but still, which gives you a better chance at winning. They had already had a 4th and 10 conversion earlier.

To take it out of the hands of the officials.
They weren't getting the ball back, refs would call illegal contact or some sort of shit to make sure of that. Then a couple of PIs later Houston would kick a fg. No way refs let another tie happen. At least this way they had a shot at a play and then kick a fg before Hochuli could call it in.
