remembered the game last year at BC, Had a good feeling about the way FSU had been playing, and didn't like BC this year. Bad play, horrible call on my part
but a 5-2 day is still a good day

For what its worth, the 5 receivers who didn't play were their 5 worst receivers
As per the question from the original poster, it comes down to 2 things, in my opinion: Coachng & QB play.
Are any ACC QBs capable of being called a top 25 QB in the county? Maybe a few can make claim to be top 50? Doesn't sound like a power conference to me
Coaching-wise, a good number of the schools have new coahces (BC, UNC, NCSU, GT, U, dook & now Clemson). Papa Bowden is getting old and little Bowden was nothing more than a recruiter being paid a head coach's salary. Friedgen routinely gets all he can from his players, but has had a step back in recruiting. Beamer is in a quick re-building mode at Tech & Groh at UVA has always been overrated in my opinion. That leaves Jim Grobe at Wake Forest, who has coached out of his mind (& some would even say over his head) the past few seasons.
Compare that to the Big 12 which is overflowing with talented QBs & has Stoops, Brown, Leach, & Mangino who have their own systems in place for awhile now

Greg Carr & Preston Parker are their 2 best WRs in terms of talent. Carr is tied for 2nd on the team in receptions & is 1st in yards & Parker is 3rd in yards & tied for 2nd in receptions despite missing the first 2 games of the season.
Try to find an informed NCAA analyst or fan who believes those 2 aren't their best WRs

ACC is very competitive amongst themselves, most of the dogs won today in that conference which basically is the norm for any teams that are fairly even.

Well I had Boston College, but beyond that, I agree that ACC may be the worst conference this year, althouigh they do have some "competition" from the Big East.
You can make a case for Big East too though. which may give that conference the odd distinction of having possibly the worst conference in football and the best conference in basketball.
