As you may have noticed, the forum was offline for a period. We identified a security incident to Sportsbook Review Forum and took the site offline as a containment step while we investigated.
We wanted to make sure the system and site were restored and secured before bringing things back online and you will see that we are requiring all forum users to reset their password as a precautionary step.

Which country has the easiest/quickest path to get documentation that would allow me to open a Neteller and various sportsbook accounts?

Neteller requires an ID and utility bill/bank statement for a verified account. They are not flexible on the latter.
Generally this will require setting up legal residency somewhere. It's not particularly easy unless you want to invest a large amount of money or have a job offer.

Not that difficult to spoof an IP addy either.
Personally, I wouldn't put forth the effort for a neteller account, I know I could do it, but really have no need nowadays with Moneybookers and Instadebit.
