It's actually a true story and there are a couple of other books that honestly believe that SBR'ers are too sharp for them. You hear it around the bars in Costa Rica. And as Reno Cool mentioned it only takes a handful. Personally, when I hear this in the back of my mind I'm thinking they need to do a better job booking. Last I checked the books set the line.
