Most places in Las Vegas round up to the nearest nickel. A few places on The Strip will round to the nearest cent. William Hill is the only one that rounds down like that (as far as I know)
If I ran a sportsbook, I wouldn't round off at all and would use bolt cutters to give the correct fraction of a penny to every wager graded.
